SK Gas has declared its SHE (Safety, Health, Environment) management policy, incorporating these as core values to continuously express and practice its commitment to SHE management. Every year, the “Approval of Health and Safety Plan” is submitted to the Board of Directors, including the details of the SHE management policy.

Under the CEO's approval, the SHE management system is established in alignment with the SHE policy to ensure consistent SHE management.

Management System

Since the introduction of the company-wide SHE Policy and SHE Management System in 2016, SK Gas has established a virtuous cycle (Plan-Do-Check-Action) for all business sites, striving to protect the health and safety of employees, partner workers, and consumers.

SK Gas aims to achieve a world-class SHE management system by establishing the 2021 SHE Master Plan and progressively enhancing health and safety management levels according to the roadmap. The company's health and safety management system operates based on 37 procedures, centered on the ‹SHE Management System Regulations›, ‹Process Safety Management Regulations›, and ‹ECO Hub Health and Safety Management Regulations›.

Annual internal and third-party evaluations identify areas for improvement in the health and safety management system, incorporating these into actionable improvement tasks. In August 2023, SK Gas obtained ISO 45001 (Health and Safety Management Systems) certification, confirming the alignment of its health and safety management system with international standards.

Board and Executive Leadership

Major health and safety issues are reviewed by the ESG Committee under the Board of Directors, as documented in the committee's regulations. Each year, the CEO reports to the ESG Committee on the performance of health and safety operations, plans for the next year, management policies, the composition and roles of management teams, budget, and facility status. The items reviewed by the committee are then approved at the full board meeting. The CEO and responsible executives are evaluated on health and safety performance indicators included in their KPIs, which are reflected in their compensation. SHE Performance Management

SK Gas selects leading and lagging indicators to measure the performance of the health and safety management system, incorporating these into the annual targets at both the company-wide and business unit levels. The KPIs for key executives, including the CEO and business unit SHE managers, reflect health and safety performance indicators such as the Lost Time Incident Rate (LTIR) and Health and Safety level assessment results.

Additionally, leading indicators such as participation rates in health and safety training, the number of hazard identifications, safety rule violations, and SHE certification acquisitions are evaluated based on employees' SHE activities, directly related to accident prevention.

Additionally, the company aims to elevate its SHE Master Plan 1.0 ('21~'23) to SHE Master Plan 2.0 ('24~'26) to strengthen the safety culture and achieve a global top-tier health and safety management level.

The CEO, as the Chief Safety Officer, makes decisions regarding the budget and personnel for company-wide health and safety management and conducts semi-annual inspections to address deficiencies in the SHE management system across all business sites. The SHE Promotion Team, the company's practical organization for industrial health and safety, is established directly under the CEO to strengthen the independence and authority of the work, formulating company-wide SHE management strategies and supporting the execution of SHE strategies for each business site. The Safety Technology Group under the SHE Promotion Team provides professional safety management services to customers, enhancing facility integrity, supporting safety management systems for tenants, and improving the capabilities of related partners, thereby enhancing safety management in Korea's LPG supply chain. Each business site has an SHE Committee composed of user representatives, including site managers and department heads, and worker representatives, including supervisors and employees (Happiness Council members). The practical organization for health and safety at each business site, the SHE Team, is composed of essential personnel in five fields: industrial safety, gas, fire, chemicals, and environment, performing tasks such as on-site inspections and accident prevention programs.

To verify the health and safety management levels at workplaces from a professional and objective perspective, SK Gas conducts SHE (Safety, Health, Environment) management diagnostics through external specialized agencies and group experts. Based on these diagnostic results, SK Gas identifies directions for improving SHE management, inspects compliance with health and safety regulations, and assesses facility management conditions. The evaluation covers 177 items in 10 areas related to health and safety regulations and facility management, involving document/procedure reviews, employee interviews, and on-site inspections. Identified issues are classified by urgency as major non-conformities, minor non-conformities, or recommendations.

SK Gas has established a cycle for managing hazardous elements by ① clearly defining standards for managing hazardous work, ② identifying and improving on-site hazards, and ③ analyzing data through an IT system. This IT system enables real-time monitoring and data analysis via a mobile app, facilitating policy integration. In 2023, 208 areas needing improvement were identified through monthly themed inspections of key risk management items. Additionally, an internal competition to identify near-miss incidents led to 86 submissions, with rewards given for outstanding examples and improvements implemented to eliminate potential risks.

Each business site operates a 24-hour surveillance system to respond quickly to emergencies and disseminate information. In the event of an incident, business sites follow action procedures based on emergency response grades through an emergency contact network involving the incident department, control room, and SHE department. External notifications are also made to local public institutions and fire and emergency services to minimize damage around the site. Each business site establishes and operates emergency response procedures and organizations based on scenarios for different incident types and implements measures to prevent recurrence. Regular emergency drills are conducted at each site using these scenarios to ensure preparedness for real situations.

Contract Methods and Realization of Safety Management Costs

Through SHE implementation checks on partner companies, SK Gas identified issues such as ineffective post-evaluations due to limited contractor pools and lowest bid systems that include safety management costs, making it difficult to secure appropriate management costs. After collecting stakeholder feedback, SK Gas implemented an optimized, sustainable solution. The company improved the bidding process to include essential costs such as scaffolding and site monitoring labor costs, ensuring appropriate safety management costs. Additionally, a certification system for high-risk work management was introduced, enhancing on-site safety management and contributing to accident prevention for partner companies. The bidding process was also improved to offer reasonable profits to partner companies, solving structural management issues.

Health and Safety Support Systems for Partner Companies

To ensure the health and safety of outsourced work, SK Gas revised its partner company selection criteria in 2022. As a result, the health and safety capabilities of existing partner companies were re-evaluated, and excellent local partner companies were identified and included in the company’s registry. Small companies that strive for safety management receive consulting and training to establish management systems for risk assessment, work procedures, and training. During SHE registration evaluations, companies that do not meet standards (high-risk companies) are given another chance through consulting to strengthen their capabilities. For on-site partner companies, those contributing to achieving zero accidents are awarded CEO commendations and monetary rewards. Additionally, employees who identify potential risks, halt work, or report near-misses receive individual gift certificates, encouraging active participation in SHE activities. Consulting services are also provided to support partner companies' ESG management capabilities, enhancing their health and safety management skills, and helping them achieve re-designation as partner companies.
